New York State of Health certification


Producers who wish to sell, solicit or negotiate accident and health insurance
through the NYHBE must complete a certification course for each of the Exchange's two markets -
Individual Market and Small Business Health Options Program (SHOP).

SHOP certification must be completed prior to taking the Individual Market training.

About the NY Health Benefits Exchange (NYHBE) INDIVIDUAL Certification Course & exam

  • Must take NY SHOP as a prerequisite

What you need to know now

In order to sell through the Exchange, you must:

  • Be a New York State-licensed Health Insurance producer (LA, LB, PC or BR license);
  • Attend the certification course(s) and pass the final exam(s); and
  • Sign a producer agreement with the exchange.
  • Brokers will be a primary distribution channel for small group enrollment in the small business SHOP exchange.
  • Brokers may wish to be certified for both the SHOP and individual exchange. SHOP is a prerequisite for the individual exchange.
  • Commissions will be paid directly from carriers.

A study by the Urban Institute found that an estimated 450,000 small businesses in New York will access the SHOP exchange for their health care-only 6 percent of those are uninsured previously. This means that a substantial portion of your existing clients will be moving into the exchange and brokers need to be certified to continue to service this population.

Exam: The multiple choice exam(s) is mandatory and will be given at the conclusion of the class. Participants must pass the final exam with a passing grade of 70% or higher to receive NYCE credit and Exchange certification. Exam may be retaken in the presence of an approved NYS exam monitor.

Jennifer has over 14 years of experience in the insurance and association industry. Since 1999, she has worked in several administration, member services and sales related positions. As Group Benefits Administrative Manager she is responsible for the sale and retention of employee benefit insurance products and the third-party administration of association health plans, life and disability programs.

 

In addition to an AAS in Human Science, Jennifer is a licensed life/accident/health and property/casualty agent and broker in New York, New Jersey, Connecticut and New Hampshire as well as a licensed property and casualty agent/broker in New York. As a multi-state licensee, Jennifer also maintains her Group Medicare Advantage Certification by completing the annual Fraud Waste and Abuse training requirement.


Jennifer has achieved the National Alliance CISR designation and is a current member of the National Association of Health Underwriters (NAHU).
